We were having a similar issue today when in a roaming gang. Targets would come through, our tacklers would lock and point them, and still they would be able to warp off even though the tacklers could physically see their point on a locked target....

How about making the implants visible if you pick up the corpse and view it? Condsidering the implants would physically be in the body that you have recovered?
